Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Information Technology (IT) team is responsible for making sure that the ASC has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services, and understanding and anticipating the organization’s unique technology requirements.

The opportunity

Reporting to the Manager, Strategic Programs and Enterprise Delivery, this newly created position will provide dedicated day-to-day leadership within the Project Management Office (PMO) to support the consistent delivery of complex projects across the ASC.

 

Working under the Manager’s strategic direction, the Team Lead will translate portfolio priorities and direction into day-to-day team execution and delivery. The role will lead PMO operations, oversee project delivery practices, implement and sustain the PMO framework, and provide direction, guidance, coordination and support to Project Managers.

Key responsibilities include

Team Leadership & PMO Operations

  • Provide day-to-day leadership, direction and support to Project Managers, fostering a collaborative, accountable and high-performing team environment.
  • Provide hands-on guidance, coaching and feedback to Project Managers on project management practices, governance and delivery planning, supporting professional development and stronger delivery capability.
  • Lead team planning and coordination activities, including Project Manager assignments and workload balancing, to align resources with organizational priorities and delivery commitments.
  • Coordinate project intake, prioritization, resource allocation and capacity planning across competing initiatives.
  • Build effective working relationships with stakeholders, sponsors and delivery partners, serving as the primary operational liaison for PMO processes, reporting and project support.
  • Develop PMO training, onboarding materials and guidance to support consistent adoption of PMO standards, tools and processes with input and approval from the Manager.

 

Governance, Reporting & Delivery

  • Lead and execute stage-gate and quality reviews to assess project readiness, deliverables and compliance with PMO governance requirements.
  • Implement and maintain PMO control framework, standards, templates, reporting, and portfolio management practices.
  • Monitor delivery risks, control gaps, non-compliance and systemic trends, recommending corrective actions and escalating concerns as needed. 
  • Coordinate PMO project intake and portfolio reporting, providing insights and recommendations on resources, risks, delivery performance and trade-offs to support management decision-making.
  • Partner with the Audit, Finance and Risk teams to support audits, maintain audit-ready documentation and provide required evidence and analysis.
  • Act as the PMO business owner and power user for Azure DevOps Portfolio Management, ensuring alignment between PMO processes, system configuration, workflows and reporting outputs.
  • Monitor data integrity across project status updates, RAID logs, project financials, forecasts, schedules, dependencies, benefits tracking and reporting outputs.

The ideal candidate will possess

  • A degree or diploma in Business Administration, Information Technology, Computer Science, Project Management or a related discipline. An equivalent combination of education and practical experience may be considered.
  • 12+ years of progressive experience leading or delivering complex IT projects, digital or business transformation initiatives including establishing, maturing, or leading PMO functions across business and technology teams within in a multi-project environment.
  • A minimum three to four years of experience leading, coaching, mentoring, and developing project management or other professional delivery teams.
  • Demonstrated skills in project planning, scope and schedule management, financial and benefits tracking, reporting, stage-gate reviews, and delivery standards.
  • Knowledge of PMO governance, portfolio management, project controls, portfolio reporting, and approaches for embedding consistent project delivery.
  • Experience leading or coordinating project management resources across multiple projects and priorities in a matrixed environment involving business stakeholders, IT teams, vendors and senior leaders.
  • Effective leadership, communication, stakeholder engagement, influencing, organizational, prioritization, and problem-solving skills.
  • Project management training or certification, such as PMP, PRINCE2, Agile, Scrum or Lean, is desirable.
  • Experience with Azure DevOps project and portfolio management tools, reporting and dashboards is preferred.
