The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. The Enforcement Division enforces Alberta securities laws by disrupting, investigating and prosecuting breaches of those laws with a view to stopping current misconduct and preventing future misconduct

The opportunity

Reporting to the Associate Director, Enforcement, the Enforcement Intelligence Analyst identifies and assesses emerging, cross-cutting, and systemic risks to investors and Alberta’s capital market. The analyst integrates information from across Enforcement and external sources to produce strategic intelligence assessments and recommendations that inform management priorities, operational planning, disruption initiatives, and enforcement opportunities.

 

Working alongside other Intelligence Analysts, Data Analysts, and Investigators, the successful candidate will bring an Enforcement-wide perspective to complex misconduct and risk. This opportunity is suited to an experienced crime and intelligence analyst interested in applying their skills in a securities enforcement environment.

Key responsibilities include

  • Leading ongoing, proactive cross-matter analysis to identify emerging securities misconduct, investor harm, systemic risks, and enforcement opportunities.
  • Applying trend, pattern, link, network, spatial, and temporal analysis to identify connections among individuals, entities, and activities, including repeat actors and risks spanning multiple matters.
  • Producing strategic intelligence assessments, risk and threat assessments, analytical reports, visual products, and recommendations to support management decision-making and operational planning.
  • Briefing management on significant findings, confidence levels, analytical limitations, intelligence gaps, potential implications, and response options.
  • Developing and applying analytical methods, risk indicators, and quality standards that support consistent, well-documented, and defensible analysis.
  • Monitoring developments in securities misconduct, investment fraud, digital assets, technology-enabled misconduct, and other emerging or interjurisdictional risks that may warrant proactive or coordinated Enforcement attention.
  • Working closely with Intelligence Analysts, Data Analysts, and Investigators to validate and integrate data, analytical outputs, and investigative and external intelligence into strategic assessments, while identifying and addressing material intelligence gaps.
  • Liaising with other regulators, law enforcement, and intelligence partners to exchange information within applicable requirements and identify risks that may warrant coordinated attention.

The ideal candidate will possess

  • A university degree in intelligence analysis, criminology, criminal justice, social sciences, data analytics, statistics, or a related discipline.
  • At least ten years of progressively responsible experience in strategic intelligence, crime, risk, investigative, or comparable analysis.
  • The demonstrated ability to integrate complex qualitative and quantitative information from multiple sources and identify trends, patterns, risks, threats, emerging issues, and systemic concerns.
  • Strong knowledge of intelligence analysis methods, including trend, pattern, link, network, spatial, and temporal analysis, and the ability to apply and interpret relevant statistical techniques.
  • Proficiency with databases, spreadsheets, open-source research methods, and analytical and visualization tools.
  • Sound judgment in assessing source reliability, distinguishing facts from assumptions, communicating uncertainty, and handling sensitive and confidential information.
  • Strong written and verbal communication skills, intellectual curiosity, and the ability to work independently, collaborate across disciplines, manage competing priorities, and learn new tools and subject matter.

NOTE: The successful candidate will be required to provide a Police Information Check with results satisfactory to the ASC prior to commencement of employment.
