The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Enforcement division upholds Alberta’s securities laws by detecting, disrupting, investigating, and prosecuting breaches of those laws.

The opportunity

Reporting to the Director, Enforcement, the Manager, Market Manipulation & Insider Trading will develop and lead a specialized team responsible for delivering high-quality and complex market abuse detection investigations, setting clear strategic direction, priorities, and performance expectations. The role provides strategic and operational leadership across the investigation portfolio, including coaching and mentoring investigators, setting investigative priorities, and ensuring rigorous analysis of trading activity, market data, and intelligence. Working collaboratively with multidisciplinary partners across the ASC and externally with securities regulators and self-regulatory organizations, the role advances early detection strategies, intelligence sharing, and coordinated enforcement efforts to mitigate investor harm and protect market integrity. As a member of the Enforcement management team, the position is accountable for resource and workload management, timely delivery, and proactive management of change and risk, and offers the opportunity to shape and modernize the ASC’s market abuse program in support of fair, efficient, and transparent capital markets.

Key responsibilities include

  • Leading the development, implementation, and continuous improvement of the ASC’s market abuse detection and disruption strategy in collaboration with Enforcement colleagues and other ASC divisions.
  • Providing operational leadership for the market abuse program, including intake and triage, resourcing and capacity planning, quality assurance and file review standards, and the tracking of timelines and deliverables.
  • Overseeing complex market abuse investigations by setting scope and priorities, driving timely progression, engaging specialized resources as needed, and guiding evidentiary development to support interim and enforcement orders.
  • Developing and monitoring performance metrics that assess effectiveness, outcomes, and regulatory impact, and using the results to drive continuous improvement, strategic decisions, and resource allocation.
  • Leading and developing investigators through recruitment, coaching, and performance management, and building team capability through training, recognition, and workforce planning.
  • Participating as a member of the Enforcement management team, contributing to divisional priorities, operational planning, risk management, and decisions that impact multiple teams.
  • Participating in strategic and business planning, succession planning, reporting, and organizational capability development for the Enforcement division.
  • Contributing to the management team by attending regular manager meetings with managers from across the organization and fostering connections between departments and divisions.
  • Representing the ASC externally through speaking engagements, national and international committees, and regulatory working groups, and advance collaborative initiatives with domestic and international partners.

The ideal candidate will possess

  • A university degree in Finance, Business, or a related discipline.
  • Proven management experience, including strong strategic, analytical, and critical-thinking capabilities, and the ability to make sound decisions in complex and time-sensitive matters.
  • Well-developed leadership and management skills, including experience coaching and developing high-performing teams, fostering collaboration, and supporting professional growth.
  • A comprehensive knowledge of securities legislation, capital markets, market structure, and trading systems, including an understanding of how market abuse can manifest across different products and venues.
  • A minimum of ten (10) years of progressively responsible experience in securities enforcement, market surveillance, financial investigations, or a closely related regulatory or enforcement environment.
  • The demonstrated ability to lead and direct complex investigations involving illegal insider trading, market manipulation, and related forms of market misconduct, including the application of strategic and risk-based investigative approaches.
  • The ability to apply securities legislation, regulations, and policies in an investigative and enforcement context, and to guide others in doing so.
  • Excellent communication skills, with the ability to work effectively with legal, enforcement, policy, and technology professionals, and to present complex issues clearly to senior leadership.
  • Demonstrated capacity to manage competing priorities in a fast-paced environment, while exercising sound judgment in matters with significant public interest and market integrity implications.

NoteThe successful candidate will be required to provide a Police Information Check with results satisfactory to the ASC prior to commencement of employment.
