Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Information Technology (IT) team is responsible for making sure that the ASC has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services, and understanding and anticipating the organization’s unique technology requirements.

The opportunity

Reporting to the Manager, Strategic Programs and Enterprise Delivery, the Senior IT Business Partner will be a strategic and trusted advisor responsible for introducing, developing, and maturing the Business Relationship Management (BRM) capability across the ASC.

As the ASC continues to evolve the BRM function, the position will focus on building strong partnerships between IT and business units, enhancing stakeholder relations, aligning technology initiatives with organizational priorities, and advancing a culture of collaboration and service excellence.

Key responsibilities include

BRM program

  • Working with the Manager, Strategic Programs & Enterprise Delivery to align the overall IT business BRM strategy to develop actionable plans to implement the BRM function across the ASC, including how IT and other ASC divisions engage and collaborate from strategic planning through service delivery.
  • Establishing both the structural (e.g., framework, governance, tools, training) and relational (e.g., trust, confidence, experience) components of the BRM program and integrating it into day-to-day operations.
  • Developing understanding of the business, assisting in the prioritization of projects and ensuring their alignment with technology that drives operational improvements and the overall IT and ASC Strategic Plans.

 Stakeholder Engagement & Communications

  • Serving as the primary liaison between IT and business units, ensuring proactive, consistent engagement and active participation in service delivery and project execution.
  • Building and maintaining trusted relationships with department leaders through regular touchpoints to understand evolving priorities, challenges, and opportunities for technology enablement.
  • Developing a deep understanding of departmental business models, workflows, and success factors to translate business needs into technology opportunities, helping departments understand the potential of existing and emerging IT capabilities.
  • Monitoring industry trends, emerging technologies, and evolving customer expectations to inform strategic planning, digital transformation efforts, and operational efficiency efforts.
  • Facilitating project intake and governance processes and guiding departments through approvals, business case development, and readiness assessments, including change management planning (e.g., training, communications, process and behavior shifts).
  • Managing stakeholder expectations across diverse and sometimes competing priorities, escalating complex or high-impact issues as needed.

Service & Project Delivery

  • Supporting service delivery across business units, reviewing service status, incident resolution, to ensure consistent delivery and client satisfaction.
  • Collaborating with service owners and delivery teams (e.g., project managers, business analysts, solution architects) to define, monitor, and report on SLAs, KPIs, and performance metrics, recommending improvements.
  • Identifying opportunities for cross-departmental collaboration, shared solutions, and process optimization to reduce duplication and enhance efficiency.

The ideal candidate will possess

  • A degree in Information Technology, Computer Science, Engineering, business or in a related field is required
  • A minimum of ten years of progressively responsible experience in IT focusing on business relationship management, strategic planning or cross-functional program delivery in a complex and multi-stakeholder organization.
  • At least five years’ experience in building or advancing a BRM function, driving business alignment, and/or supporting digital transformation initiatives.
  • Certifications in BRMP, CBAP, PMP, Agile or other related system delivery methodologies are considered an asset.
  • Proven expertise in optimizing business process, managing change, and leading end-to-end engagements to deliver measurable business outcomes and maximize value.
  • The demonstrated ability to lead initiatives and influence cross-functional teams without formal reporting lines.
  • A highly motivated and self-directed approach, with the ability to prioritize and execute effectively under pressure and collaborate successfully within a team enviroment.
  • A strong customer service orientation with a focus on stakeholder satisfaction and engagement.
  • Exceptional interpersonal communication skills; specifically, the ability to empathize, influence, negotiate, and resolve conflict.
  • Exceptional verbal and written communication skills with the ability to explain complex concepts clearly and persuasively.
  • An adaptable and flexible mindset, with the ability to respond quickly to changing priorities and organizational needs.
  • Exceptional strategic thinking skills, with the ability to offer innovative solutions to complex business challenges.
