The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. The Market Regulation division oversees equities and derivatives marketplaces, registrants (dealers, advisers, and investment fund managers), market infrastructure entities and industry self-regulatory organizations. With a dynamic team of investment and financial professionals, we are involved in leading-edge projects aimed at balancing effective regulation with our stakeholders’ need for innovation and efficient capital markets.

The opportunity

Reporting to the Director, Market Regulation, the Associate Director, Market Regulation provides operational leadership and strategic support across the division, ensuring consistent execution of regulatory programs and alignment with the ASC’s strategic priorities. Working closely with the Director, Market Regulation, this role acts as a key link between divisional management, employees, and other ASC Divisions.

 

The Associate Director will work closely with the Director to provide guidance, coordination, and oversight to ensure cohesive implementation of policies, regulatory processes, and modernization initiatives across all functional areas. Success in this role requires deep regulatory insight, collaborative leadership, and a commitment to operational excellence, continuous improvement, and public interest outcomes

Key responsibilities include

  • Supporting the Director in developing and implementing the division’s strategic and operational plans, ensuring alignment with ASC priorities.
  • Leading the implementation and execution of key market regulation initiatives, including policy development and oversight of market participants (e.g., registrants, exchanges, clearing agencies, trade repositories, crypto trading platforms, and SROs such as CIRO).
  • Overseeing the Lead, IT Projects, and supporting the ASC’s digital transformation and system modernization efforts, ensuring regulatory systems, workflows, and data analytics tools effectively meet current and future compliance and policy decision-making needs.
  • Identifying emerging market, regulatory, and technology developments and recommending appropriate responses.
  • Collaborating across ASC divisions to ensure cohesive and coordinated regulatory strategies, and across the CSA.
  • Fostering a collaborative, inclusive, and high-performing culture focused on accountability, innovation, and continuous improvement.
  • Leading or supporting policy projects addressing market structure evolution, investor participation, and emerging technologies (e.g., crypto assets, algorithmic trading).
  • Monitoring market and technology trends, assessing their regulatory implications, and advising on appropriate strategies or policy responses.
  • Representing the division in consultations, working groups, and meetings with market participants, industry associations, and regulators.
  • Overseeing divisional projects, ensuring resources are allocated effectively across regulatory and technology initiatives in conjunction with the managers and Director.
  • Working with the Director, Lead, MR IT Projects, and IT to plan and monitor system upgrades, process redesigns, and digital transformation deliverables.

The delegation of responsibility for specific portfolios and project work from the Director, Market Regulation is dependent on the successful candidate’s skillset and background.

The ideal candidate will possess

  • Undergraduate degree in Business, Economics, Law, or a related field; an advanced degree or professional designation (LLM, MBA, CPA, CFA) is an asset.
  • 10+ years of progressive experience in securities regulation, financial services, or capital markets, including regulatory, compliance, or oversight leadership.
  • A strong understanding of securities laws, regulatory frameworks, and market infrastructure (e.g., exchanges, clearing agencies, SROs).
  • Experience collaborating on or managing technology-enabled regulatory initiatives, system implementations, or digital process improvements.
  • The proven ability to manage professional teams and lead cross-functional or multi-disciplinary projects.
