Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Information Technology (IT) team is responsible for making sure that the ASC has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services, and understanding and anticipating the organization’s unique technology requirements.

The opportunity

Reporting to the Manager, Data Management, the Data Management Specialist will play a key role in advancing the organization's data maturity across three core areas:

  1. Data governance – Shape and operationalize data governance practices to ensure alignment with regulatory requirements, industry leading practices and business needs.
  2. Data management – Support the effective organization, integration and stewardship of data throughout its lifecycle.
  3. Business data analysis – Assess the impact of data on business processes and systems, and identify opportunities to deliver innovative, data-driven solutions.

Key responsibilities include

  • Participate in the design of data governance frameworks and strategies.
  • Lead/facilitate the tactical governing bodies.
  • Establish and enforce standards and guidelines for data quality, security and privacy to protect sensitive information and maintain data integrity.
  • Foster a culture of data stewardship within ASC, promoting data ownership and accountability.
  • Collaborate closely with data engineers and conduct regular data quality assessments to identify and address data issues.
  • Develop and maintain a comprehensive data catalogue that documents data assets, their lineage and usage.
  • Ensure accuracy and consistency of metadata associated with data assets.
  • Develop data flow diagrams to track the flow of data to understand its origin, transformation and usage.
  • Assist with data migration projects to move data between systems or platforms.
  • Automate data lifecycle management using MS Purview, including data retention and archiving policies.
  • Configure and deliver security and compliance reports.
  • Manage ASC data estate, including data discovery, classification and lineage.
  • Work with various departments to understand their data needs and ensure data consistency and accuracy across the organization.
  • Analyze and review data governance services, such as data classification, labeling and protection.
  • Train and mentor team members on data management and governance best practices.

The ideal candidate will possess

  • A college diploma or university degree in computer science, information systems or computer engineering.
  • Relevant certifications (e.g., Microsoft Azure Role-Based certifications, Certified Data Management Professional (CDMP), Certified Information Management Professional (CIMP), Data Governance and Stewardship Professional (DGSP), etc.).
  • A minimum of eight years of proven experience as a data management/data governance professional designing and implementing data governance frameworks and solutions.
  • Knowledge of data privacy regulations and compliance requirements, and data management and data lineage.
  • Experience with data modeling, cloud services, data security, data governance and related tools, data compliance and best practices, policies and standards.
  • Strong communication skills to liaise between technical and business stakeholders.
  • Experience in change management and driving adoption of data governance practices.
  • Hands-on experience with cloud services, particularly Azure, as well as knowledge of enterprise repository, data modeling, data mapping and data profiling tools.
  • Strong familiarity with metadata management and associated processes.
  • Knowledge of industry data management and governance frameworks, such as DMBOK, DCAM, DGI, etc.
  • Excellent critical thinking skills, analytical capabilities and decision-making
