Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Information Technology (IT) team is responsible for making sure that the ASC has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services, and understanding and anticipating the organization’s unique technology requirements.

The opportunity

Reporting to the IT Business Relationship Manager, the Senior IT Project Manager play a lead role in the coordination and completion of ASC business and IT projects. This newly created position will lead and facilitate discussions with multiple business units with diverse viewpoints and needs in order to understand and advise how to achieve their desired business outcomes. The successful candidate will also proactively identify emerging opportunities and issues and make recommendations to deliver effective, efficient and innovative functional solutions tailored to the unique needs of the ASC.

Key responsibilities include

Project delivery and vendor management

  • Work with vendors, project managers, stakeholders and clients to ensure project requirements are understood, documented and approved by all stakeholders.
  • Ensure vendors and project teams provide key project metrics on a regular basis.
  • Develop project proposals, business cases and RFPs based on procurement needs.
  • Provide vendor management including procurement, negotiations, selection and service agreement coordination.

 Solutions delivery

  • Responsible for the analysis, design, development, testing, documentation and implementation of enterprise technologies and systems.
  • Conduct cost analysis to support the impact of a business initiative.
  • Understand at a high level the services and technologies in use.
  • Work with clients to plan and understand the relevance and impact of IT changes to their operations.
  • Act as an escalation point for major issues with any aspect of service delivery.
  • Work with service owners to develop and monitor service improvement plans.

Business relationship management

  • Build relationships and processes that engage business and strategic partners to ensure operations requirements are understood and achieved.
  • Continuously improve services by tracking client satisfaction and obtaining feedback.
  • Understand clients’ strategies and plans and help develop an IT strategic plan/roadmap that links to overall business strategies.
  • Help the business understand project governance processes.
  • Bridge knowledge gaps between the business units and IT-related day-to-day operations, policies, processes and procedures.

The ideal candidate will possess

  • A university degree in a technology-related field. Equivalent work experience would also be considered.
  • A minimum of 10 years of experience in similar project management roles.
  • Proven skills leading in complex, diverse project environments with multiple changing priorities and demands.
  • Demonstrated knowledge and experience with the full software development lifecycle and business analysis methodologies including but not limited to: system requirements and scope changes, software development and code management, testing and quality assurance, documentation, deployment, training and transition to operations.
  • Experience with Agile development methodologies and project management software tools.
  • Excellent client-facing and written/verbal communication skills.
  • A results-oriented and deadline-driven approach.
  • The ability to multitask, set priorities, coordinate and schedule.
  • Negotiation and communication skills, and the ability to seek consensus and constructively manage conflicts.
  • Excellent leadership abilities to guide and direct stakeholders.
  • Strong critical thinking, analytical and decision-making abilities.
  • Project Management Professional (PMP)/PRINCE II certification is ideal.
  • Working knowledge of JIRA, Power BI or Tableau is an asset.
