The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Office of the Chief Accountant (OCA) provides expert knowledge in the areas of accounting, auditing and financial reporting matters to ASC employees as well as guidance to reporting issuers and their advisors. This division is involved in policy initiatives that relate to these areas of expertise and provides training as needed to the professional accountants within the organization.

The opportunity

Reporting to the , this position is accountable for the provision of expert knowledge in the areas of accounting, auditing and financial reporting to internal and external stakeholders. The role will appeal to an experienced CPA, providing them the opportunity to enhance their understanding of the capital market, and how the ASC and the operate; gain exposure to interesting issues dealt with by the ASC and CSA; and work on novel and emerging issues; and acquire an in-depth understanding of securities regulation.

Key responsibilities include

  • Researching the content and timing of key accounting and auditing developments to ensure that the OCA is aware of issues and their implications to our capital market. Drafting communication with standard setters where necessary.
  • Providing educational information to staff and coordinating and facilitating training sessions as necessary.
  • Acting as an expert to staff, management and Commission members on complex accounting, auditing and financial reporting issues.
  • Participating in the CSA Chief Accountants’ Committee. Participating in other policy initiatives and special projects on an as-needed basis.
  • Participating in networking opportunities to both disseminate and gather relevant information. Making outreach efforts to relevant parties as necessary.

The ideal candidate will possess

  • A Canadian Professional Accountant (CPA,CA) designation with a minimum of ten years post-designation experience in accounting auditing and financial reporting for public companies
  • An in-depth understanding of IFRS, US GAAP, ASPE, Canadian auditing standards (CAS) and the accounting and auditing standard process in Canada and internationally are required.
  • Proven experience applying independent judgement to complex accounting and auditing issues.
  • Strong research abilities; demonstrated independent, technical thinking; and exceptional problem- solving through the application of significant judgement.
  • Proven time and project-management skills.
  • Excellent communication and presentation skills.
  • General knowledge of the Canadian securities regulatory environment.
