Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Office of the Chief Accountant (OCA) provides expert knowledge in the areas of accounting, auditing and financial reporting matters to ASC employees as well as guidance to reporting issuers and their advisors. This division is involved in policy initiatives that relate to these areas of expertise and provides training as needed to the professional accountants within the organization.

The opportunity

Reporting to the Chief Accountant, the Associate Chief Accountant will be an expert resource to staff, Commission Members and Executive; represent the ASC externally; mentor technical staff and be a thought leader in the areas of accounting and auditing.

Key responsibilities include

  • Acting as a resource to employees, management and Commission members on complex accounting, auditing and financial reporting issues.
  • Responding to inquiries from issuers and their advisors.
  • Researching the content and timing of key accounting developments to ensure that the OCA is aware of issues and their implications for our market; communicating with standard-setters where necessary.
  • Performing speaking engagements and participating in other networking opportunities to both disseminate and gather relevant information; conducting outreach to relevant parties.
  • Participating in the Chief Accountants’ Committee, policy initiatives, and special projects.
  • Taking leadership role(s) on relevant CSA committees as needed.
  • Representing the ASC on external committees and meetings with accounting and auditing standard setters, the Canadian Public Accountability Board, and accounting professional bodies.  
  • Leading the development of educational materials for ASC employees and coordinating and/or conducting training sessions.
  • Mentoring and coaching more junior OCA staff.

The ideal candidate will possess

  • A Canadian Professional Accountant (CPA,CA) designation with a minimum of 12 plus years post-designation experience in accounting auditing and financial reporting for public companies and seven plus years of securities experience. The ideal candidate will have had several years of that experience as a Senior Manager with a public accounting firm or a public company, working with financial reporting and technical accounting matters.
  • Proven experience with the independent application of judgement to complex accounting and auditing issues.
  • Expert knowledge of IFRS, US GAAP, ASPE, Canadian auditing standards (CAS), a strong understanding of accounting and auditing implications to the Alberta and Canadian markets and the accounting and auditing standard process in Canada and internationally.
  • Strong abilities in research; independent technical thinking; and problem-solving through excellent communication and presentation skills.
  • Proven time and project-management skills.
