Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Advanced Research and Knowledge Management (ARKM) division leads a data and analytics program that supports data-driven, evidence-based, policy, operational, and business decisions. ARKM also leads the development of an education and training program that is unique to the ASC, focused on the skills and knowledge needed in a securities regulatory environment. It also serves as an expert internal resource for updates, research, and analysis on existing, increasing and emerging risks that require regulatory responses, and considers the impact of innovation in capital markets through technology testing.

The opportunity

Reporting to the Manager, Data and Analytics, you will work with other members of the team to provide research and analyses for the ASC divisions. You will have the opportunity to work with regulatory datasets and develop analyses and automated processes to help the ASC better understand our capital markets, support proactive compliance and inform policy development. There is also an opportunity to prototype software solutions with data science and automation at their core. Projects are likely to vary over time, which will give you an opportunity to develop experience in multiple areas of securities regulation. Candidates should have an interest in learning about market developments and understanding the associated benefits and risks.

Key responsibilities include

  • Performing analyses that align with ASC priorities identified in consultation with senior management.
  • Defining desired outcomes, identifying data or potential data to be used and determining whether it can be obtained (with guidance from more senior teammates or the Manager)
  • Gathering data needed for analysis which may need to be obtained from multiple sources.
  • Working collaboratively with IT and other employees to develop processes, revise workflows to improve the usability of data.
  • Analyzing data using various tools.
  • Documenting methodology and limitations of the data or model.
  • Confirming results and understanding with other employees and management.
  • Preparing and writing reports.
  • Participating in the CSA Systemic Risk Committee, HoA Systemic Risk Surveillance Committee and other CSA committees, as needed.
  • Contributing analyses to publications, presentations and internal reports.

The ideal candidate will possess

  • A degree in Finance, Mathematics or the Physical Sciences.
  • A masters or doctoral degree is an asset.
  • Two to five years of data analyst or data scientist roles showing progressively more responsibility.
  • Experience with the development of complex analytical or statistical models.
  • Experience collecting, cleansing and preparing data.
  • Professional experience working with data science and visualization tools such as Python, SQL, and Tableau.
  • Experience with Git for version control and Jira for project management.
  • Experience working in Azure would be beneficial.
  • The ability to explain the results of an analysis to a non-technical audience, including assumptions and limitations of the data and the methodology.
  • A self-motivated, problem-solving approach.
  • An understanding of the financial industry and various types of risks would be an asset.
