Our organization

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Enforcement division enforces Alberta securities laws by investigating and prosecuting breaches of those laws with an eye for preventing and stopping current and future misconduct.

The opportunity

Reporting to the Director, Enforcement, the Manager, Enforcement Operations & Analytics is responsible for leading operational projects aimed at detecting, deterring and disrupting securities misconduct. This position is also responsible for leading the Evidence and Analytics teams. The established Evidence team is responsible for the control, processing, review, analysis and disclosure of evidence for investigations through to production and disclosure for hearings or trials. The developing Enforcement Analytics team utilizes technology and analytics to improve investigative capabilities and enhance strategic and evidence-based decision-making across the Enforcement division.

Key responsibilities include

  • Attracting, retaining and developing team members who reflect ASC values and a commitment to high quality performance aimed at protecting investors and effectively deterring offenders.
  • Participating as a member of the management team in business planning, establishing or revising practices and procedures for the effective operation of the Enforcement division, budget input, resource allocation and employee recognition.
  • Leading and managing operational projects within the Enforcement division, ensuring alignment with the division’s strategic objectives and mandate.
  • Gathering requirements, assessing needs and driving continuous improvement in enforcement operations.
  • Developing project plans, including scope, schedule, budget and resources allocation.
  • Coordinating and communicating cross functionally with internal stakeholders and external partners.
  • Ensuring compliance with applicable laws, policies and regulations while implementing operational change.
  • Identifying project risks and issues and developing mitigation strategies.
  • Tracking and reporting on operational project progress, performance, and budget to the leadership team.
  • Leading and mentoring the Evidence and Analytics teams to achieve Business Plan and Strategic Plan objectives.
  • Monitoring and controlling risks associated with e-discovery, ensuring data security and confidentiality.
  • Ensuring that advice provided to the Enforcement division related to evidence management issues is consistent and accessible.
  • Fostering a culture of collaboration and encouraging intellectual curiosity amongst the team and the Enforcement division.
  • Participating on external committees or working groups, delivering presentations and engaging in outreach.
  • Growing and overseeing a small team of data analytics professionals with the goal of leveraging the implementation of new technology (in collaboration with IT) that will enable robust data analytics capabilities.
  • Developing and implementing a data analytics strategy for the Enforcement division.

The ideal candidate will possess

  • A minimum of eight years’ experience leading people and managing change and large, complex projects.
  • A minimum of five years’ experience in case management, financial crime investigation, project management, or related fields.
  • A Bachelor’s degree in a related field such as Law, Criminal Justice, Finance, Business Administration, or equivalent.
  • A Project Management Professional (PMP) designation would be an asset.
  • An understanding of relevant legal procedures, data privacy regulations and compliance requirements.
  • Understanding of financial crimes and crime prevention strategies.
  • Strong knowledge of data management software.
  • The ability to influence and advocate for the adoption of new technology and process improvements.
  • An interest in acquiring e-discovery expertise.
  • An interest in ongoing development of expertise in data analytics and technology.
  • Excellent communication and interpersonal skills, with experience in engaging with external stakeholders, including participation on committees or collaborative working groups.
  • The demonstrated ability to communicate complex information clearly and effectively, both orally and in writing.
  • Strong problem-solving, project management, writing and presentation skills.

Note:  The successful candidate will be required to provide a Police Information Check with results satisfactory to the ASC prior to commencement of employment.
