Our organization

The Alberta Securities Commission (ASC)is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

 

The Information Technology (IT) team is responsible for making sure that the ASC has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services, and understanding and anticipating the organization’s unique technology requirements.

The opportunity

Reporting to the Manager, Data Management, the Enterprise Data Architect will play a key role in shaping and executing data strategy, ensuring that our data infrastructure is robust, scalable and aligned with our strategic objectives. This newly created position will be responsible for our data architecture across the ASC. The successful candidate will define reference architectures and standards, and define and manage data models and technologies to be used in collecting, organizing, storing and accessing data. They will also proactively identify emerging opportunities and issues and make recommendations to deliver effective, efficient and innovative functional solutions tailored to the unique needs of the ASC.

Key responsibilities include

  • Collaborating with IT and department management to implement data strategy, aligning it with the ASC strategic goals.
  • Defining and maintaining the enterprise data reference architecture, target state and roadmaps.
  • Publishing architecture decision records and reusable patterns for data platform (catalogue, lineage, lakehouse, warehouse, MDM, etc.). Maintaining comprehensive documentation of the data architecture and environment to ensure an up-to-date and accurate overview of the organization’s entire data landscape.
  • Establishing and leading data architecture governance aligning initiatives to standards and ensuring traceability to ASC strategy, risk and compliance requirements.
  • Designing, developing, and being responsible for enterprise and domain data models to support business needs, ensuring data quality, accessibility, and scalability across systems.
  • Guiding information architecture for key domains.
  • Setting patterns for data integration and data and information life-cycle; guiding data engineers and developers.
  • Partnering with security and privacy analysts to embed privacy-by-design, data protection and access controls.
  • Liaising with internal stakeholders, vendors and service providers to identify and evaluate data frameworks, platforms and tools; leading RFP/vendor reviews and ensuring solutions align with strategic and operational goals.
  • Participating in defining, implementing and managing the enterprise data management and data governance, policies, and standards to guide the development, integration, implementation and maintenance of data infrastructures and systems.
  • Regularly reporting on data quality across the organization and developing KPIs and recommendations for improvement.
  • Establishing processes and implementing metadata management frameworks and tools to catalogue, organize and govern data and information assets, ensuring data metadata accuracy and validity.
  • Developing technical points of view on emerging technologies and trends and creating proof of concepts to demonstrate the feasibility and value of new data solutions and approaches.

The ideal candidate will possess

  • A university degree or college diploma in computer science, information systems, or computer engineering. Equivalent work experience would also be considered.
  • A minimum of twelve years of IT experience progressing through data roles with five-seven years of experience designing and implementing enterprise data solutions.
  • Experience as an Enterprise Data Architect in the last 24 months in a mid-to-large organization- owning enterprise-level architecture artifacts and governing adoption.
  • Proven experience leading data architecture governance committee/board.
  • Proficiency in Python, SQL and other languages developing data solutions.
  • A deep understanding of enterprise data architecture principles, methodologies and best practices, including relational and dimensional databases, data lakes, data profiling, ETL/ELT processes.
  • Experience with business requirements gathering/analysis and the ability to translate technical concepts into non-technical terms for diverse stakeholders.
  • Experience collaborating with cross-functional teams including business analysts, project managers, data engineers and developers.
  • Extensive experience integrating, maintaining, and processing large datasets from multiple sources.
  • Demonstrated experience creating blueprints for on-premise and cloud data solutions, data management platforms that meet business needs.
  • An understanding of regulatory requirements related to data privacy, security and compliance and experience implementing corresponding controls and measures.
  • A commitment to creating repeatable processes and maintaining documentation.
  • A results-oriented and deadline-driven approach.
  • Strong critical thinking, analytical and decision-making abilities.
  • Relevant certifications (e.g. TOGAF, DAMA, DCAM, Azure, etc.).
